How the water flow?
The reservoir is divided into three sections. There are two different water inlets, one in the first and the other one in the second section. The water from the inlet in the first section flows to the second section where it meets with the water coming in from the second inlet, from then they flow down to the third section. At the end of the third section is the water outlet. Therefore the only water outlet is only at the end of the reservoir.
Amount of water flow in/out of the reservoir
The amount of water that flows into the reservoir is not constant. The people who are letting the water in is able to control the flow in of water to a certain extend but not entirely. This is because the water may not flow the same way every time they let water into the reservoir. The way they can control the water inlet is that they are able to open up the gates however much they would like. Therefore if they want to let in less water, they may open the gates less and if they want to let in more they can open up the gates higher. The outlet, on the other hand, is controllable. This is because each of the machine that they have in the water inlets are able to take out 4 cubic meters of water per second. The way they would control the water going out is to simply open or close more of the machines. Both of these would be controlled by the headquarters, as the information of the height of the reservoir will be sent to the headquarters, they are able to make decisions on whether they are letting water out or not.
